Federico Álvarez García

Director
He is Telecom Engineer with honours (2003) and Ph. D. (2009), both by the “Universidad Politécnica de Madrid”. He is working as a Full Professor in UPM, in the area of media communications and applied AI. He is the head of the Visual Telecommunications Applications group (GATV) in UPM. He funded 3 startups in the last 10 years in the area of media technologies and AI for health. He was visiting researcher in the Institut für Rundfunktechnik (Munich) in 2006. Prof. Álvarez has a long track record in the EU research, especially in the areas of AI applied to media and health sectors. He is nowadays the coordinator in the EU programme Horizon 2020 of GenoMED4ALL (AI for Genomics and personalized medicine), RESCUER (AI for situation awareness of first responders), EU4Child (AI for Childhood Cancer research) and TeNDER (AI oriented to cognitive diseases care). He has been in the last 10 years also leading the UPM participation in more than 20 EU funded projects in such areas. He worked as expert for different national research funding agencies worldwide including the European Commission, and for the European Institute for Prospective Technological Studies. He had taken part in standardisation bodies such as DVB-ETSI or CENELEC. He is author and co-author of (110+) papers in journals, congresses and books in the field of ICT and AI technologies. He is serving in the Programme Committee of several congresses and as reviewer of scientific journals.

Jorge Alfonso Kurano

Senior Researcher
He obtained the title of Telecommunications Engineer from the Higher Technical School of Telecommunication Engineers (ETSIT) of the Universidad Politécnica de Madrid in April 2010. He is a member of the GATV research group of the Department of Signals, Systems and Radiocommunications of the ETSIT since the end of 2006, where he has been developing his activity in national and international projects in relation to Intelligent Transportation Systems, Cooperative Systems, and currently in the application of 5G advanced communications network concepts to transportation solutions, a subject on which he is doing his doctoral work. Some of the most outstanding projects in which he has been involved are CENIT OASIS, FOTsis (FP7) and OPTICITIES (FP7), both providing experience and knowledge in the specification of communications and data architectures and contributing to technical and scientific coordination tasks. He is an active member of the HUMANIST network of excellence and of various technical work groups in ECTRI, as well as a member of standardization groups in ISO TC204, CEN TC278 and AENOR CTN 159 related to Cooperative ITS, Urban ITS and Electronic Toll. He has numerous publications on road solution architectures in magazines and at national and international conferences and has been invited on numerous occasions to give presentations on these topics.

Mari Cruz Arribas Mayoral

She is a Telecommunications Technical Engineer from the UPM, specializing in Sound and Image. From 1996 to 2003 he worked in a private company, dedicated to training, computer support and systems administration. In 2003 he joined the Department of Signals, Systems and Radiocommunications (SSR) of the Escuela Técnica Superior de Ingenieros de Telecomunicación (ETSIT), as a laboratory technician. In addition, since 2004 she collaborate with GATV as a Systems Administrator.

Borja Arroyo Galende

Predoctoral Researcher
He holds a degree in Natural Environment Engineering from ETSIMFMN (UPM) and a degree in Computer Engineering from ETSI Informática (UNED), and a master's degree in Engineering and Data Science from ETSI Informática (UNED). He is currently developing his thesis in the context of machine learning in federated environments. He also works as a software developer/architect at GATV.

Miguel Barbero Álvarez

Miguel Antonio Barbero-Álvarez is a postdoctoral researcher in GATV-SSR at ETSI Telecomunicación of the Universidad Politécnica de Madrid (UPM) since 2019. He got the bachelor's degree in 2016 with a thesis about synthesizing contents for UHD television via super-resolution; the mastger's degree in 2019 with a thesis about the exploration of machine learning techniques for person re-identification, and his doctor's degree in 2022 with a research about digital cultural heritage conservation using colorimetric analysis and deep learning. Additionally, he has worked on emotion recognition and sleep apnea detection with audio processing and data science for 3-D point cloud real-world representations. His main field of interest is image and colour analysis for technical and social purposes. He has worked in successful national and European projects in collaboration with entities such as CSIC (Spain), TU Wien (Austria) and CERTH (Greece), and has various articles published in prestigious JCR-indexed journals.

Santiago Barrio Lottmann

Biomedical Engeneering Degree in "Escuela Técnica Superior de Ingenieros de Telecomunicación" (ETSIT) of "Universidad Politécnica de Madrid" (UPM), with specialty in Bio-devices and studies in coding and data science. Practices done in "Centro de Automática y Robótica (CAR)", belonging to CSIC and UPM, working on "CPWalker" project and Final Degree Project in the same center developing a medical device prototype (Automated Functional Electric Stimulation for the rehabilitation of paralysis). Investigator in european projects related to heralth, software and app/web-app developing.

Alberto Belmonte Hernández

He obtained the Master in Telecommunication Engineering in 2020 and finished his PhD in Communication Technologies and Systems with honors both from the Polytechnic University of Madrid. Since 2019 he is assistant professor at the Escuela Técnica Superior de Ingenieros de Telecomunicación where he collaborates in different degree and master subjects. His scientific interest is mainly focused on artificial intelligence applied to different types of multimedia data and sensors. The current topics in which he works are object detection, classification and regression with Deep Learning models with tabular data, images, audio and text and biological, genomic data. Since 2016 he has participated in 11 national and European research projects collaborating in the development and creation of different technologies framed in the use of pensors and devices for data collection and analysis using artificial intelligence. The projects are mainly focused on different areas such as health and security. Within the health projects, the main contribution is the development of systems based on sensors for data collection and data analysis through learning techniques for the prediction of different patterns or events. As for other projects, the main focus is on the development of Deep Learning solutions on multimedia data where most of the solutions are based on data from cameras. All the research work carried out in the projects is reflected in a total of 9 publications in scientific journals, 7 of them Q1, 5 articles in international conferences and 1 book chapter.

He is a Telecommunications Engineer (B.Sc. 3-year degree) by UPM, Sound and Image Specialist, but he has developed his professional carrer as System Administrator at UPM: he worked for 5 years in the laboratories of the Department of Telematics (DIATEL) of the School of Telecommunications Technical Engineering (Escuela Universitaria de Ingeniería Técnica de Telecomunicación), and since 2002, at the Laboratory of Signal Processing, at the Department of Signals, Systems and Radiocommunications (SSR) of the Higher Technical School of Telecommunications Engineering (Escuela Técnica Superior de Ingenieros de Telecomunicación). Moreover, since 2005 he collaborates with GATV, as System Administrator, setting high performance video processing equipment, and advising on technical buying for research projects.

Guillermo Cisneros Pérez

Full Professor
Guillermo Cisneros (Madrid, 1960) is a Full Professor, Telecommunications Engineer since 1983 and Doctor of Telecommunications Engineering cum laude since 1986, both from the Universidad Politécnica de Madrid (UPM). He started at UPM as a Professor of Physics and later of Telecommunications Systems, Multimedia Systems, Remote Sensing and Computer Graphics. He worked at Telefónica Spain in the technical, management and international areas in applied research and mobile communications. He was a Spanish representative in different international organizations such as the IWP (Interim Working Party) 11/4 of the then called CCIR (now called ITU-R, International Telecommunication Union - Radio), ETSI-GSM (European Telecommunications Standard Institute - Global System for Mobile Communications ) and CEPT-MoU (Memorandum of Understanding) for the implementation of the GSM service. It has also been actively participating in European projects with important management responsibilities, in areas such as Networked Electronic Media, Digital Television, Ubiquitous Broadcast and Interactive Services, Systems and Services for applications in the Humanities and Tele-education, and Future Internet. He has also acted as an expert in evaluations and technical audits of European Commission projects as well as projects in National Programs. He was also a member of the Steering Committee of the European Technology Platform NEM (Networked Electronic Media) and Vice President of the Spanish Technology Platforms for Networked Electronic Media and Internet del Futuro (Future Internet). His research activities include participation in more than twenty international Research Projects (mainly European Commission Programs) and forty national Research Projects, being Project Director or Principal Investigator in more than ten international and twenty national Projects. He has published more than one hundred and twenty articles in magazines and congresses, of which more than seventy are in International Conferences. He has been Director of the Escuela Técnica Superior de Ingenieros de Telecomunicación of the Universidad Politécnica de Madrid, implementing the adaptation changes to the European Higher Education Area, and being a pioneer in the international accreditation process ABET-EAC (Accreditation Board for Engineering Technology- Engineering Accreditation Committee) as MSc (Master of Science) for the Telecommunication Engineering title, being also the President of the Spanish Conference of Directors of Telecommunication Engineering Schools. During this period, he represented ANECA (National Agency for Quality Assessment and Accreditation) for a pilot project for the International Accreditation of Telecommunications Engineering Studies at a European level. He subsequently held the position of General Director of the Foundation for the International Projection of Spanish Universities (Universidad.es), whose Board of Trustees was made up at the highest level by the Ministry of Education, Culture and Sports (Minister, Secretary of State, Secretary General of Universities, General Director of University Policy), the Ministry of Foreign Affairs and Cooperation (Secretary of State for Cooperation and for Latin America), and the Ministry of Economy and Competitiveness (Secretary of State for Research and Innovation), in addition to other organizations such as the Instituto Cervantes. Since April 2016 he has been the Rector of the Universidad Politécnica de Madrid.

Giuseppe Conti

He obtained his degree in Electronic Engineering in February 2008 from the Universidad Politecnico di Torino, developing his final degree project at the San Pablo CEU University in Madrid entitled "PROGETTO DI FRONT - END RF NELLA BANDA ISM DA 433 MHZ" (project of a Front - end in the 433 MHz RF ISM band), a project of a military nature focused on the development of hardware for the reception of biomedical data. He currently works as a researcher in the Grupo de Aplicación de Telecomunicaciones Visuales (GATV) of the Universidad Politécnica de Madrid. He develops his activity as a researcher participating in different research projects internal to the department and external collaborating with companies. His work has focused on the design of Hardware for bimedical and telecommunication systems. His main professional interests are based on design of systems on FPGA, microcontroller programming, circuit and PCB design, system prototyping as electrical and with sensors.

Anaida Fernández García

Received the Bachelor's degree in Sound and Image in Telecommunication Engineering in Universidad de Alicante (UA) in 2020. During that period, she performed several internships focused on data analysis and computer vision. Afterwards, she obtained the Master of Science in Telecommunication Engineering with Data Science specialization in the Higher Technical School of Engineers in Telecommunication (ETSIT) of Universidad Politécnica de Madrid (UPM), receiving honours for her Master Thesis “Implementation of artificial intelligence models for extracting meaningful oncologic information from genomics and radiomics data” in 2022. The development of the Thesis was performed during an internship with the Visual Telecommunications Applications Group” (GATV) of UPM, in which nowadays she is actively working as an Artificial Intelligence (AI) specialized researcher.

Iago Fernández-Cedrón

He is a Technical Computer Engineer specializing in business management from the Technical University of Madrid. He is passionate about new technologies, he is always at the forefront of them, but with an eye on the market. That is why he has founded more than 5 companies in different sectors, mainly the audiovisual one. He supports entrepreneurship as a mentor in several startup acceleration programs, helping these companies find a business model for the technologies they have. Currently his interests are focused on the metaverse, mixed reality and the new web3 paradigm.

Javier Guinea Pérez

He obtained a Bachelor's degree in Telecommunications Technology and Services Engineering from the Escuela Técnica Superior de Ingenieros de Telecomunicación (ETSIT) of the Universidad Politécnica de Madrid (UPM). Before continuing his studies, he worked as a research fellow in the network innovation department of Telefónica I+D. He continued his studies with a double M.Sc. from the Kungliga Tekniska högskolan (KTH) in Stockholm and TU Delft, specializing in visual analytics and pattern recognition. He worked as a fellow at the Erasmus MC hospital in Rotterdam in the neuroscience department, doing his TFM "Mice Tracking Using Infrared Subcutaneous Implants for Error Detection" there. He has now returned to Madrid and works at GATV as a researcher specialized in data analysis.

He is a Telecommunications Engineer (Honors 2004) and Doctor of Telecommunications Engineering (“cum laude” 2012) by the ETS. de Ingenieros de Telecomunicación from the Universidad Politécnica de Madrid. He works as an Assistant Professor in the area of ​​Electrical Engineering in the Department of Physical Electronics, Electrical Engineering and Applied Physics. Since 2004 he has been a member of the Grupo de Aplicación de Telecomunicaciones Visuales (G@TV). His professional activity focuses on the field of smart energy grids (Smart Grids), the electric vehicle, 5G communications systems and the application of IoT to the field of energy. Lines of work that he shares with audiovisual technologies, video processing and treatment, and video quality analysis and the average quality of the user experience. He is a member of the Parity Commission of the Chair of RTVE at the UPM. He participates in various large-scale national and European projects on topics such as the application of 5G to the media (5G-Media), the creation of the European research roadmap for the content area (VITAL Media), Big Data (FANDANGO , CIEN LPS Bigger) and in disruptive audiovisual technologies (SLIBE). He has been coordinator of the High Definition Television Subgroup within the Spanish Digital Television Forum, and of the Technical and Standardization Group within the Spanish High Definition Digital Television Forum, both under the direction of the Secretary of State for Telecommunications and the Information Society under the Ministry of Industry and Competitiveness. He is a member of the board of directors of the Spanish Section of the IEEE and its Communications coordinator. Álvaro Llorente Gómez

He got the Bachelor of Engineering in Telecommunication Technologies and Services at Universidad Politécnica de Madrid (UPM) in 2016, defending the Final Degree Project entitled "Design and execution of subjective quality tests in Ultra High Definition TV". In 2018, he got the Master in Telecommunication Engineering at UPM, with his End of Master Project focused on the development of applications for a multi-device HbbTV 2.0.1 scenario with synchronous OTT services. Since 2015 he collaborates with the GATV in different national and international research projects and with the Chair of RTVE in UPM. His professional interests include the broadcast of digital television, accessibility services, interactive TV, new video and audio formats and technologies, and quality of experience in audiovisual signal. He is currently studying the PhD in Communication Technologies and Systems of the Universidad Politécnica de Madrid, in the SSR (Signals, Systems and Radiocommunications) Department.

Pablo Perdomo Quinteiro

He holds a Bachelor's degree in Biomedical Sciences from the Autonomous University of Barcelona (UAB) and holds a Master's degree in Computer Science from Leiden University (Netherlands) with a specialization in Bioinformatics. He has completed internships at the Computational Medicine Laboratory of the UAB and at the Biosemantics group in the Leiden University Medical Center (LUMC). In the latter, he also worked for a year on data FAIRification and drug repurposing using graphs and Artificial Intelligence (AI). He is currently continuing his work on drug repurposing using various AI methods.

José Manuel Menéndez

Full Professor
Full Professor in the Department of Signals, Systems and Radiocommunications of the E.T.S. of Telecommunications Engineering of Universidad Politécnica de Madrid. He has been director of the Visual Telecommunications Application Group (GATV) since its creation in 2004 until 2019. He has extensive experience in participation and management in research projects (more than 200), both national and European, on topics related to Visual Communications, Digital Television and Machine Vision. He has published more than 200 papers on these subjects in international journals and conferences, and has been invited to give 80 lectures (both national and international). He is the author of 4 granted patents and 8 software registrations. He is a regular reviewer for the IEEE Signal Processing Society since 2000 for different journals and international conferences sponsored by the IEEE. He is also a reviewer for the IET society for several journals since 2009. He also collaborates regularly with different national entities (ANECA, AENOR, ENAC), regional entities (Comunidad de Madrid, Castilla y León, Andalucía) and the European Commission (FPVI, FP VII, Horizon-2020 and Horizon Europe) in the certification of accreditation laboratories, in the evaluation and review of R&D&I projects, and carries out consultancy work for broadcasters and companies in the telecommunications sector in Spain. He has participated in the creation of two technology-based spin-off companies, and collaborated in the launch of three other companies in the Information and Communication Technologies sector. He is director of the RTVE Chair at UPM since January 2015.

Francisco Moreno García

He received the title of Technical Engineer of Computer Management in 2008 at the Universidad Politécnica de Madrid. In 2007 he did his final degree project at the University of Roskilde (Denmark) entitled "Information retrieval in email fields". From 2007 to 2012 he worked in various companies in the area of ​​web development, even becoming the head of the development department at the SrBurns company. In 2012 he moved to the UK where he worked for two and a half years as a mobile developer for the company Psycle, making native apps for both iOS and Android. In October 2015, he started in the Grupo de Aplicación de Telecomunicaciones Visuales belonging to the Departamento de Señales, Sistemas y Radiodifusión of the Escuela Técnica Superior de Ingenieros de Telecomunicación of the Universidad Politécnica de Madrid, where he is carrying out mobile development work for different research projects.

Alberto del Río Ponce

He graduated in Mobile and Space Communications Engineering from the Universidad Carlos III de Madrid (UC3M), and completed a Master's degree in Signal Processing and Machine Learning for Big Data at the Universidad Politécnica de Madrid (UPM). He carried out his Final Degree Project on the analysis of IPv6 Multicast traffic in mobility, while his Master's Final Project was based on Deep Reinforcement Learning optimization algorithms to guarantee QoE for multimedia playback in a 5G environment. During 2018, he worked at Deutsche Telekom (Berlin) on the specification of the 5G telecommunications system standard, Release 16, specifically on the development of a network framework concept focused on cloud services. Currently, he is working in the Grupo de Aplicación de Telecomunicaciones Visuales (GATV) of the Universidad Politécnica de Madrid (UPM).

Juan Antonio Rodrigo Ferrán

He obtained the title of Telecommunications Engineer in 2007, the Master's Degree in Communications Technologies and Systems in 2010 and the Doctorate (Cum Laude) in Communications Technologies and Systems in 2016 from the Polytechnic University of Madrid, with his thesis entitled : "Obtaining and adapting depth maps in stereoscopic video: influence on encoding and three-dimensional visual behavior in real time". Since February 2007 he is a member of the Grupo de Aplicación de Telecomunicaciones Visuales (GATV) in the Departmento de Señales, Sistemas y Radiodifusión of the E.T.S.I.T. During these years he has focused his professional work on the collaboration of R+D+i projects in different research areas that include real-time video processing, encoding for high-definition television (HDTV) and 3D television (3DTV), video streaming, quality of experience, image and video analysis applied to artificial vision, machine learning, embedded programming for real-time video processing and process automation. Various publications in journals and international conferences endorse his research work.

Verónica Ruiz Bejerano

Graduated in Telecommunication Technologies and Services Engineering from the Polytechnic University of Madrid (UPM), she defended her Bachelor's Thesis entitled "Design and evaluation of a system for recognizing physical activities using inertial signals." Subsequently, she obtained the Master's Degree in Telecommunication Engineering from UPM, where she defended her Master's Thesis entitled "Design and evaluation of a freezing of gait detection system in Parkinson's disease using anomaly detection algorithms." During the two years of the master's program, she worked as a research assistant at the Data Processing, Simulation, and Intelligent Spaces Group of UPM, receiving a Collaboration Grant from the Ministry of Education and Vocational Training in her second year. Currently, she is a researcher at the Visual Telecommunications Application Group of UPM, participating in European projects related to health and safety.

Javier Serrano Romero

He holds a degree in Sound and Image Engineering from the Universidad Politécnica de Madrid (UPM) and a Master's Degree in Signal, Image, Voice and Telecommunications Processing at the Institut Polytechnique (INP) in Grenoble (France). He holds a PhD (cum laude) in Communication Technologies and Systems from the UPM since 2023. He worked on his final degree and master's degree projects in the field of speech processing in the GETALP group of the Laboratoire d'Informatique de Grenoble (LIG). He held a research grant at the Signal Processing Applications Group (GAPS) of the UPM, working on a technology transfer project to Telefónica Research and Development, applying signal processing and machine learning techniques on inertial sensor signals, installed in mobile devices, for the detection of vehicle manoeuvres. He is currently working in the Visual Telecommunications Application Group (GATV) at UPM where he has gained experience in proposal writing and research in European research projects: MOTIVATEXR, CODECO, NEMO, DAFNEplus, GenoMed4ALL, TeNDER, COVID-X, 5G EVE and 5G-MEDIA. He has been involved in the management of the European project TeNDER. He is co-author of several articles for international journals and conferences. His main line of work is related to the development and deployment of service virtualisation techniques in next generation networks and the application of artificial intelligence algorithms for network process optimisation. Since 2023 he is assistant professor at the Escuela Técnica Superior de Ingeniería en Sistemas Informáticos of the UPM.

Silvia A. Uribe Mayoral

She received the Telecom Engineering degree (Hons.), the master’s degree in Communications Technologies and Systems, the master’s degree in Telecommunication Management, and the Ph.D. degree (cum laude) from the Universidad Politécnica de Madrid, in February 2008, September 2010, 2013, and 2016, respectively. She has been a member of the Visual Telecommunication Application Group (GATV) since 2006. She is the author and the coauthor of several papers and scientific contributions in international conferences and journals. Her professional research interests include interactivity technologies, content personalization technologies, and big data. Related to this, she has been participating with technical responsibilities in some national (Buscamedia, Ciudad2020, LPS-BIGGER, Repara 2.0) and European projects (COVID-X, GenoMed4All, eASLA, LASIE, EasyTV, etc.). Since March 2021, she works as Assitant Prof. at the Escuela Técnica Superior de Ingeniería de Sistemas Informáticos at UPM. She is part of the Eelisa Data4Good Community, of the Networks and Communication Services Educational Innovation Group and, since Spet. 2022, also a member of theHuman Machine Interaction and User Experience Technical Comitee of the IEEE Consumer Technology Society (CTSoc).
